The Court Operations Organisation Department
The Court Operations Organisation Department is subordinated to the director of the Court Administration. Its structural units are the Court Operations Division and the Court Statistics Division.
The Court Operations Organisation Department is directed by Dz. Kulla (706-3861). Deputy director is I. Gotharde (706-3862). The Court Operations Division is directed by A. Ignatjeva (706-3869). The Court Statistics Division is directed by I. Zvirgzdiņa (706-3865).
The Court Operations Division handles the following functions:
- Provides organisational management for region (city) courts, the Administrative Region Court, regional courts, and the Administrative Regional Court, organises conferences of judges, and takes part in working groups which draft amendments to laws and regulations;
- Investigates and prepares responses to applications, complaints and propositions from local residents insofar as its competencies are concerned;
- Prepares documents needed to decide on the proposal of a disciplinary investigation against a judge and on assessments of the work of judges for the Judicial Qualifications Collegium;
- Conducts individual investigations of judges and complex investigation of courts insofar as organisational aspects of court operations are concerned, prepares reports and information about organisational aspects of court operations, makes proposals to improve the operations of courts and judges, and drafts instructions, recommendations and methodical instructions to regulate the organisation of court operations.
The Court Statistics Division handles the following functions:
- Correlates statistical information from the courts about persons who have been convicted by the courts, prepares statistical reports about the administrative courts and the handling of criminal, civil and administrative cases, about how long it takes to hear criminal, civil and administrative cases, about the compulsory duties applied by lower-level and appellation courts, prepares indicators about the workload of judges and courts, and prepares reports for the Central Statistical Bureau and other government institutions;
- Analyses court operations and makes use of the resulting data so as to improve organisational management of court operations;
- Investigates courts to determine whether statistical information has been prepared and is true, and uses statistical data for information analysis and the preparation of graphs.
