The Land Register Department
The Land Register Department is directed by I. Kalniņa (722-4847), the Land Register Information Dissemination and Statistics Division is directed by E. Balševics (777-0888), the Land Register Registration System Maintenance Division is directed by S. Bogdanova (777-0887), and the Land Register Operations Division is directed by I. Bērzkalne (722-4902).The Land Register Department of the Court Administration provides for the organisational administration of the Land Register, and for the maintenance of the Computerised National Land Book.
The Computerised National Land Book (CNLB)
Primary functions: The Computerised National Land Book, in accordance with the law on the Land Register, brings together the databases of all 28 Land Registers. Thus the CNLB can be seen as the central database of information about all properties in Latvia that are registered in the Land Register. The primary function for the CNLB is to maintain data that are submitted to the Land Register, ensuring that the data are secure and are not changed.
Services: The Computerised National Land Book ensures the accessibility of data from the Land Register – information about the legal status of all real estate that is recorded in the Land Register is available from a single source.
The Computerised National Land Book offers information about all of the real estate that is recorded in the Land Register of the Republic of Latvia.
The Land Register Department disseminates data in the following ways:
- It provides information from the Computerised National Land Book in spoken or electronic form, issuing unconfirmed data printouts (Article 133 of the law on the Land Register);
- Once a day, it submits electronic information about each transfer of real estate ownership and each instance of events identified in Article 62 of the law on the Land Register to the State Land Service and to local governments;
- It processes data at the motivated request of government institutions and officials and submits the resulting data to institutions and officials for their official needs;
- In accordance with procedures defined by the Cabinet of Ministers, it provides information from the corroboration journal, real estate cases and indicator of personnel to government institutions and officials.

The Land Register maintains electronic versions of Land Register sections, the confirmation journal, real estate cases, alphabetical indicators, as well as other information as defined by law.
The Latvian Civil Law says that only registration in the Land Register do rights become compulsory vis-à-vis third parties. The Land Register also contains historical information about real estate.
Information from Land Register sections is available from the Land Register Division in the following ways:
- Unconfirmed computer printouts;
- Computer printouts confirmed by a judge from the Land Register Division.
