The Supreme Council of the Republic of Latvia approved the law “On the State Land Service” on December 15, 1992. The State Land Services was established through a merger of the State Land Utilisation Department of the Ministry of Agriculture, the Department of Geodesy and Cartography of the Defence Ministry, a number of enterprises involved in the sector, and several local government land utilisation services.

The structure of the State Land Service is based on regional and city divisions which handle the main aspects of land reform. Three sector-based centres were established for methodical and organisational assistance – the National Surveying Centre, the Real Estate Valuation Centre, and the Latvian Land Cadastre Centre.

The State Land Service was reorganised in 1999, and eight regional divisions were set up to replace 28 State Land Service divisions that had existed before. The methodical centres were brought into the State Land Service, establishing six sector-based institutions which provided methodical leadership and were responsible for the organisation and results of the work at all levels. The regional divisions of the State Land Service had regional bureaus which prepared and updated data, worked with clients, and maintained contacts with local governments and the local institutions of the national government.

The law “On the State Land Service” assigns the following tasks to the State Land Service:

  1. To handle land reform and land privatisation;
  2. To prepare real estate for registration;
  3. To develop and handle the state cadastre for land and other real estate;
  4. To draft regulations for land use planning and surveying and to provide methodical leadership and supervision in this area;
  5. To perform land use planning and cadastral surveying;
  6. To organise and manage the national geodesic network;
  7. To draft rules for geodesy, photogrammetry, topography and cartography and to provide methodical leadership and supervision in this area;
  8. To engage in topographical surveying and mapping;
  9. To prepare nautical and aeronautical charts and to map the continental shelf of the Republic of Latvia;
  10. To survey the state’s borders;
  11. To engage in cadastral surveying;
  12. To draft regulations for the inventory and valuation of real estate and to provide methodical leadership and supervision in this area;
  13. To interview and perform valuation of real estate;
  14. To license chartered surveys and valuators;
  15. To co-ordinate and manage the development of the land cadastre and the geographical information system, and to provide government institutions, legal entities and individuals with the relevant information;
  16. To co-ordinate the directions of scientific research;
  17. To oversee the training of specialists for the State Land Service, ensuring on-the-job training and attestation;
  18. To develop and maintain the technologies of the State Land Service;
  19. To prepare and store materials and archives for the geodesic, gravimetric, photogrammetric and cartographic plans;
  20. To oversee land and land use;
  21. To carry out other duties as defined in laws and Cabinet of Ministers regulations.
