On Friday, 6 June, the Ministry of Justice hosted a regional meeting of the European Judicial Network in criminal matters (EJN). Judges, EJN contact point representatives, criminal law experts, and practitioners from the Baltic States gathered to seek solutions to pressing challenges in international criminal justice cooperation. Particular focus was placed on the implementation of EU Council Framework Decisions in Member States.

Participants examined how Council Framework Decisions are being applied and explored ways to make cross-border judicial cooperation more effective in various scenarios. Examples included enforcing fines when an individual is sanctioned in one EU country but resides in another, as well as ensuring that probation supervision or other alternative sanctions continue to be served if the person moves to a different country. Discussions on the surrender and transfer of convicted persons between states highlighted the importance of resocialisation and the protection of human rights.

Experts also reviewed different institutional models and examples of good practice for improving judicial cooperation, while maintaining flexibility and the ability to adapt to each country’s legal and administrative systems.
