If a person has changed the given name, surname or nationality record in accordance with the Law on Change of Name, surname and Nationality Entry, upon the request of the person, the Department of the Ministry of Justice shall issue a derivative of the permit or a decision regarding the change of the name, surname or nationality record or a statement regarding the referred to permit or decision.
The fee for a derivative of the authorisation or decision on the change in the name, surname or nationality record or a statement relating to that authorisation or decision shall be EUR 6. The fee for the exchange of the name, surname or nationality record signed with a secure electronic signature shall be EUR 5. The service may also be received under the urgency procedure within five working days, the fee for such service shall be subject to a coefficient of 3. The person pays for the service before receiving the service.
The following shall be released from the fee for the service, producing a document certifying the relevant status:
1) a person who is under the full dependants of the State or local government;
2) a person who has been recognised as poor in accordance with the procedures specified in regulatory enactments;
3) the achievement of the age of age of an orphan or child left without parental care until the age of 24;
4) a multi-child family.

Process description

  1. Application submission
    A person may submit an application:
    1) by post, sending to the address of Freedom Boulevard 36, Riga, LV-1536;
    2) electronically by sending dzimts.dep@tm.gov.lv to e-mail;
    3) by sending from the official electronic address (e-address) to the addressee “Ministry of Justice”;
    4) in presence in any local government family list department;
    5) in presence in a diplomatic and consular mission of the Republic of Latvia in a foreign state.
    Another person has the right to request and receive a derivative of an authorisation or a decision on a change in the name, surname or nationality record or a statement on that permit or decision, if it justifies his or her legal interest, indicating the purpose of use or on the basis of a mandate.
    The approximate time of completion of the application from 3 to 5 minutes.

  2. Document receipt
    A permit or a decision on the change of the name, surname or nationality record in the form of a derivative or a paper statement may be obtained:
    1) by post;
    2) in the local government family list section selected in person or in the diplomatic and consular representation of the Republic of Latvia in a foreign state.
    A statement of change in the name, surname or nationality record signed with a secure electronic signature shall be sent in the form of an electronic document.
    The requested document shall be issued within a period of one month from the day of receipt of the application in the Department of Jimists of the Ministry of Justice, except for the procedures of urgency.
